Broadcast watchdog should revoke licenses of subpar media outlets


The Korea Telecommunications Commission has renewed the licenses of two comprehensive programming cable channels, with some strings attached. Concerning TV Chosun, the KTC said it would instantly reject the extension of its licenses in the next screening if the channel falls short of reaching standards for impartial broadcasting and in other areas. Regarding Channel A, the watchdog made clear that it would revoke the channel's license depending on the result of the ongoing investigation into its alleged violation of journalistic ethics.


Channel A became the subject of an investigation after one of its reporters allegedly threatened a source and colluded with public prosecutors. The broadcaster has admitted violating journalistic ethics. Still, it is drawing a line, alleging it was the reporter's personal aberration. Furthermore, it has refused to follow the KTC's recommendation to create an investigative panel including outsiders. If the prosecution's investigation confirms grave problems in the channel's responsibility and impartiality, the KTC should revoke its license immediately.


TV Chosun has gained three more years, once again. The KTC vowed it would cancel the broadcaster's license without any further conditions the next time around if the channel fails to raise its quality. However, the next screening will take place under a new government. The broadcaster has stopped short of correcting its shortcomings found in the previous evaluation. There is no guarantee it will be different for the next three years. Before the recent assessment, civic groups called for revoking the licenses of both channels, saying they had “neglected broadcasters' responsibility and given up the role of media outlets.” A similar public petition on the website of the presidential office drew over 240,000 signatures in two weeks.


The two cable channels should not try to slide around their problems once again. In last week's general election, voters gave a stern judgment on subpar politics tainted by mudslinging and backbiting. Public opinion about substandard broadcasters would be little different. The KTC's disciplining of these comprehensive programming channels has been criticized as a slap on the wrist. If it fails to address the problems, the public could redirect its anger to the watchdog.
